Below is break down :

H4F-R1 :  5 active VPS  =  2% recurring discount.
H4F-R2 : 10 active VPS =  4% recurring discount .
H4F-R3 : 20 active VPS =  6% recurring discount .
H4F-R4 : 30 active VPS =  8% recurring discount.
H4F-R5 : 50 active VPS =  10% recurring discount.

Once your account is upgraded H4F-R , you will get discounts on all your active VPS (previous orders also).
